The NIH Deputy Director signed the charter for Civil in July 1999 and updated it in 2013.All individuals physically located at an NIH facility or representing NIH at any place or time are to conduct themselves in a courteous and professional manner reflecting respect for all individuals and are to report threats and acts of violence in accordance with the guidance provided in this chapter.Anyone reporting what they believe to be a legitimate concern about a threat or participating in an investigation of a reported action shall be assured of protection from any reprisals.
These definitions are provided for use in the context of this document and should not be construed as legal definitions.In any event, they unquestionably lead to decreased workplace productivity.Victims may experience a loss of confidence, debilitating anxiety, panic attacks, clinical depression and even physical illnesses.An employer can be held liable for failing to prevent these workplace conditions, unless it can prove that it attempted to prevent the harassment and that the employee failed to take advantage of existing harassment counter-measures or tools provided by the employer.A hostile work environment may also be created when management acts in a manner designed to make an employee quit in retaliation for some action.
